Văn thư nêu rõ rằng chính phủ Hoa Kỳ không chấp nhận sự thụt lùi về tình trạng nhân quyền tại Việt Nam: "Trong cuộc gặp gỡ với Thủ Tướng Nguyễn Tấn Dũng tại Hà Nội ngày 10 tháng 7, Ngoại Trưởng Clinton đã thúc dục Việt Nam trả tự do cho các tù nhân chính trị, tôn trọng tự do tôn giáo, và để người dân Việt Nam được phát biểu một cách ôn hòa quan điểm chính trị của họ, trên mạng hoặc ở những nơi khác. Chúng ta cũng nói rõ với lãnh đạo Việt Nam rằng nhân dân Hoa Kỳ không ủng hộ tăng cường quan hệ chính trị và kinh tế giữa hai nước nếu không có tiến bộ rõ rệt về nhân quyền tại Việt Nam."
"Tôi vui mừng được biết Ngoại Trưởng Clinton và Bộ Ngoại Giao đang có những bước tích cực chống lại vô số những vi phạm trầm trọng về nhân quyền tại Việ Nam," dân biểu Zoe Lofgren nói." Sự lãnh đạo của Ngoại Trưởng Clinton về những vấn đề nhân quyền tại Việt Nam rất đáng ca ngợi.
Văn thư của Bộ Ngoại Giao là để trả lời những câu hỏi mà Dân Biểu Zoe Lofgren đã nêu ra trong văn thư gởi Ngoại Trưởng Clinton ngày 6 tháng 8 năm 2012. Văn thư bày tỏ mối quan tâm của nữ Dân Biểu về những vấn đề nhân quyền đang xảy ra tại Việt Nam và việc bắt giữ Tiến sĩ Nguyễn Quốc Quân.

Rep. Lofgren Releases Letter From State Department on
Vietnam’s Human Rights Record and the Detention of Dr. Nguyen Quoc Quan
San Jose, CA – Rep. Zoe Lofgren
(D-San Jose, CA) today released the official response she received from the State Department on
Vietnam’s human rights record and the detention of Dr. Nguyen Quoc Quan
(Richard Nguyen), an American citizen and democracy activist who was arrested
in Vietnam on April 17, 2012. The letter expresses the State Department’s
concern with human rights conditions in Vietnam and highlights the efforts
Secretary Clinton, Ambassador Shear, and the U.S. Embassy in Vietnam have taken
to try and secure the release of Dr. Nguyen.
The letter makes clear that the
United States government will not tolerate the rollback of human rights
conditions in Vietnam, stating: “During Secretary Clinton’s meeting with Prime
Minister Nguyen Tan Dung in Hanoi on July 10, she urged Vietnam to release
political prisoners, respect religious freedom, and allow Vietnamese citizens
to peacefully express their political views, both online and elsewhere. We have
been clear with Vietnamese leaders that the American people will not support
broad advances in political and economic relations between our countries
without demonstrable progress on human rights.”
“I’m pleased to hear that Secretary
Clinton and the State Department are taking proactive steps to combat the
numerous and egregious human rights abuses in Vietnam,” said
Rep. Zoe Lofgren. “Specifically, I’m hopeful that the efforts of Ambassador
Shear and his team at the U.S. Embassy will result in the imminent release of
Dr. Nguyen Quoc Quan. The repressive Vietnamese government has long silenced
voices of dissent. We must continue to push the Vietnamese government to
respect human rights and allow for meaningful freedom of speech. Secretary
Clinton’s leadership on human rights issues in Vietnam can only be commended.”
The State Department’s letter was in
response to an inquiry Rep. Lofgren wrote to Secretary Clinton on August 6, 2012.
The inquiry expressed the Congresswoman’s concern about ongoing human rights
issues in Vietnam and the detention of Dr. Nguyen Quoc Quan.

Per former president Nguyen Van Thieu "Don't believe in anything communists say! Watch what they do!" pretty much sums up Barrack Obama's administration toward Human Rights violators: a lot of lip services for naive democracy activists like Rep. Lofgren.
Hillary Clinton and her husband are closet-communist sympathizers, and they won't do anything to affront Hanoi or Beijing whenever human rights issues are raised.
